Latitude uses GPS if it is available on your phone, which makes the location reporting far more accurate. In addition to being able to turn of sharing of your position, you can also custom set your position that is shared. Resolution is vague, you can't even be sure if someone is really at that street or the next, or the next one. If you're talking about a way to do that without someone's permission, that's a whole different ballgame. I doubt Google or anyone would ever enable that ability due to privacy issues.
